From Ambition to Accountability: UK Net Zero Carbon Buildings Standard Version 1 Sets New Verification Benchmark

The UK Net Zero Carbon Buildings Standard has today published Version 1 - the first comprehensive, cross-industry framework that defines precisely what "net zero carbon aligned" means for buildings across the UK.

What Version 1 Delivers


Version 1 is the industry-endorsed technical rulebook that moves beyond aspirational commitments to establish clear, measurable performance criteria. It covers:


•    Performance limits and carbon targets aligned to a 1.5°C trajectory
•    Operational energy use and upfront (embodied) carbon
•    Fossil fuel avoidance and renewables provision
•    Evidence, reporting and documentation requirements
•    Verification and communication protocols
 

Building on the 2024 Pilot Version, this release incorporates technical refinements and new annexes addressing landlord/tenant arrangements, on-track checks at practical completion, and alignment with recognised schemes including NABERS UK and Passivhaus.


The game-changer? 

Version 1 establishes the foundation for formal independent verification, launching in Q2 2026. Buildings will then be able to undergo rigorous assessment and formally demonstrate Net Zero Carbon Alignment, transforming net zero claims from marketing statements into verified facts.

UK Net Zero Carbon Buildings Standard

Version 1 represents a watershed moment for the built environment. We now have a clear, consistent and performance-based definition for net zero carbon aligned builings in the UK. This Standard has been shaped by unprecedented industry collaboration, and refined through real-world testing. It provides the rigour needed to cut through greenwashing, and gives the industry a robust framework to measure, reduce and verify energy use and carbon emissions in line with the UK's climate targets.

Bureau Veritas Role


The verification framework and methodology are being developed in collaboration with Bureau Veritas, which will serve as the Standard's Verification Administrator.
