Energy Performance Certificates / Display Energy Certificates - Update

The Department of Communities and Local Government (DCLG) has modified the phasing of measures associated with the production of Energy Performance Certificates (EPC) and Display Energy Certificates (DEC), in accordance to the Energy Performance of Buildings Directive.

 

Introduction of EPCs for transactions on commercial buildings has been maintained as planned on the 6th April 2008. However, key changes have been made to the timeline:

 

- The introduction of EPCs in April will be limited to buildings over 10,000m2 for the first 3 months

- The introduction of DECs has been delayed until October.

 

New dates and scope for commercial buildings appear as follows on the DCLG website:
 

6th April 2008 

EPCs required for the construction, sale or rent of buildings other than dwellings with a floor area over 10,000 m2.
1st July 2008

EPCs required for the construction, sale or rent of buildings other than dwellings with a floor area over 2,500 m2.
1st October 2008

EPCs required on the construction, sale or rent of all remaining buildings other than dwellings.
Display certificates (DECs) required for all public buildings >1,000 m2.

 

It is understood the DCLG has limited the scope of buildings affected from 6th April 2008 because of an expected shortage in accredited assessors and some delay in the development of the DEC software.
However Bureau Veritas advises property owners to continue their preparation for the legislation despite these changes to the timeline. We currently assist clients to complete the necessary preparatory work now, gathering the required data, completing calculations using approved software such as SBEM and delivering draft certificates for them.
The methodology to deliver EPCs will not change and work done in advance will allow property owners to retain fluidity of their portfolio over the period of implementation of the regulation.
